20250831889The Higher Commission for Industrial Security is the competent regulatory body responsible for establishing policies, plans, and procedures to protect petroleum, industrial, and vital facilities in the Kingdom of Saudi Arabia, in the areas of security, safety, fire prevention, and chemical materials management. These responsibilities are carried out within a framework aimed at safeguarding the nation's assets and ensuring the continuity of operations and production at vital facilities under all circumstances.
Given the critical importance of these facilities and the wise leadership's commitment to enhancing their security and stability, Royal Decree No. (439/8), dated 27/2/1397 AH, was issued approving the formation of the Higher Commission for Industrial Security, chaired by His Royal Highness the Minister of Interior, with membership of Their Royal Highnesses and Excellencies representing relevant entities, establishing the Commission as the supreme national reference for industrial security matters.
As part of strengthening governance and institutional organization, Cabinet Resolution No. (707), dated 27/12/1443 AH, was issued approving the Organization of the Higher Commission for Industrial Security, enabling it to operate under a modern organizational structure that keeps pace with sector developments and reinforces integration among relevant entities.
Monitoring the management of facilities within the Commission's supervisory scope, reviewing facilities under the Commission's oversight, and evaluating the approval of policies and plans related to audit mechanisms for their operations.
Licensing all activities and practices related to security, safety, and fire protection.
Formulating all policies and legislation related to security, safety, and fire protection for facilities within the Commission's supervisory scope and the regulatory responsibilities assigned to the Commission.
Coordinating between national, industrial, and service facilities and governmental and private entities to ensure the security and safety of facilities.
The Commission conducts security verification and approves all personnel working in the fields of security, safety, and fire protection, and carries out the necessary correspondence for this purpose.
Establishing the foundations for governing security, safety, and fire protection procedures in accordance with the Commission's issued instructions and compliance requirements.
The Commission conducts investigation and inquiry activities for facilities, investigates any incidents or events occurring at those facilities, and reports the procedures taken in this regard.
Conducting field inspection rounds to verify facilities' compliance with the Commission's issued instructions.
Through its pivotal role, the Commission contributes to raising the level of security and operational efficiency in sensitive facilities, ensuring their compliance with national and international standards, thereby achieving the Kingdom's strategic objectives of protecting its national assets and supporting a safe and stable investment environment.
In line with the Kingdom of Saudi Arabia's strategic directions, the Higher Commission for Industrial Security seeks to align with the goals of Saudi Vision 2030 by developing systems and procedures that enhance the efficiency and sustainability of industrial security, stimulate innovation in safety and protection, and adopt the latest advanced technologies and equipment.
The Commission also works to expand cooperation with both the public and private sectors, supporting partnerships with academic and training institutions to develop specialized national talent, thereby contributing to building an integrated industrial security system capable of addressing risks, ensuring business continuity, and protecting critical infrastructure that forms a fundamental pillar of the Kingdom's economic growth and sustainable development.
