These instructions aim to establish an operational framework for the systematic management of potential risks in the areas of safety and fire protection, beginning with fire-resistant building and industrial facility designs, tank, pipeline, and industrial drainage requirements, the management of chemicals and explosives during manufacturing, transportation, and storage stages, requirements covering specialized sectors such as maritime production, metal processing, and power stations, periodic risk assessment requirements along with their documentation and governance, mechanisms for selecting and calibrating appropriate detection and suppression systems, preparation of response and emergency plans and issuance of work permits, training of employees and contractors, conducting ongoing and documented tests, inspections, and preventive maintenance, with clear governance of incident reporting, investigation, and continuous performance improvement.
Security Engineering Instructions (SEC)
These instructions aim to build a comprehensive security system that minimizes physical threats in accordance with a strategy based on detection, deterrence, and response. The instructions address security project planning and governance in a manner that ensures the protection of assets, human resources, and operational continuity — beginning with securing the facility perimeter with appropriate fencing, gates, security lighting, and surveillance cameras, and extending to integrated security systems including identity management, access control, necessary verification means, and secure communication channels. They also cover protection requirements for pipelines, power stations, industrial cities, residential compounds, inter-city railway lines, facilities with marine frontages, and passive defense measures. The instructions include provisions related to security project planning and governance to ensure protection of assets, human resources, and operational sustainability.
Security Regulatory Instructions (SRI)
These instructions aim to establish the foundational pillars for building executive administrative bodies in facilities falling within the Authority's supervisory scope, through a governance framework covering: administrative structure and institutional reporting lines, career paths for employees, mechanisms for attracting and appointing industrial security personnel, training, accreditation, and competency-development requirements, employee rights and work environment controls, unified visual identity and its communication applications, relationship management and integration with government entities, financial benefits and incentive frameworks, and obligating entities to document organizational structures, authorities, job descriptions, succession plans, and workforce plans.
